October 23, 2012
This document constitutes a summary of the Proceedings of the Jackson County Board of Commissioners’ October 23, 2012 meeting. The full text of these proceedings is available for public inspection during regular business hours at the Office of the County Coordinator, Jackson County Court House, 405 Fifth Street, in the City of Jackson, Minnesota.
The County Board of Jackson County met in regular session in the Courthouse in the City of Jackson on October 23, 2012. The following members were present: Rosemary Schultz, William Tusa, Roger Ringkob, David Henkels and Kim Hummel, Commissioners; County Coordinator, Janice Fransen and Trish Schulz, Human Resources Technician.
Motion was made by Commissioner Ringkob and seconded by Commissioner Tusa to adopt the agenda. Motion carried unanimously.
Motion was made by Commissioner Hummel and seconded by Commissioner Tusa to approve the Consent Agenda. Motion carried unanimously.
Approved the October 9, 2012 Proceedings of the County Board.
Approved all Commissioners disbursements in accordance with Minnesota Statutes 130.01, subd. 4(b), recorded on warrants numbered 61633 through 61707 in the amount of $185,333.95 - for Revenue Fund, $71,347.03; Road and Bridge, $113,986.92. All Human Services warrants numbered 61592 through 61632 in the amount of $66,864.86. A detailed list of claims paid is available at the Auditor/Treasurer’s Office upon request.
Approved the following utility permits:
Lincoln Pipestone Rural Water – bore waterline – CSAH 4 – Round Lake Township
ITC Midwest LLC – overhead crossings – CSAH 24,16 and CR 82,78,67
Red Rock Rural Water – CSAH 21, CSAH 30 – new Service – Christiania Township
Federated Rural Electric – CR 84 – boring – Christiania Township
Authorized the Coordinator to fill the part-time, intermittent position of Deputy in the Sheriff's Office.
Authorized the advertisement for Bids for Judicial Ditch 22 Improvements and setting a bid opening for November 20, 2012 at 10:00 am at the Office of the Jackson County Auditor/Treasurer, Jackson County Courthouse, 405 Fourth Street, Jackson, Minnesota.
Accepted a donation of $100 from Delmar (Bud) and Estelle Olsen Estate to be designated for playground equipment.
The County Board finds that the Family Services Network benefits the welfare of county residents by providing prevention and early intervention services to Jackson County children and families, which in turn will help keep costs down that are associated with children and families in crisis, and as such is an appropriate recipient of County funds. Chair Schultz directs the Auditor/Treasurer to pay out the budget allocation of $10,000 to Family Services Network for the budget year 2012.
Set a Public Hearing for November 13, 2012 at 9:30 am in the County Board Room, Jackson County Courthouse, 405 Fourth Street, Jackson, Minnesota, for the purpose of considering amendments to the County Zoning Ordinance, 9-1-1 Ordinance, and Subdivision Regulations.
Authorized county issued credit cards and increasing the limit on a current credit card.
Authorized participation in the County Veteran’s Service Office Community Outreach Grant Program.
Authorized participation in the County Veteran’s Service Office Operational Improvement Grant Program.
Approved the purchase of a Canon DR-M160 from Crabtree Companies for approximately $1,100 with funds from the Integrated Land Records Fund.
Ratifed the MCAPS 4 Support Services AGREEMENT between Docutech and the Minnesota Counties Computer Cooperative effective January 1, 2012 and continuing until December 31, 2019.
Ratified the professional services agreement between The Schneider Corporation and the Minnesota Counties Computer Cooperative effective September 7, 2012 and continuing until December 31, 2015.
Approved the use of IS Training fund reserves to cover up to $2500 of excess overtime and approximately $990 for temporary part-time help for the Information Systems Department in 2012.
Approved the Title IV-D Cooperative Agreement with the Minnesota Department of Human Services and the Jackson County Offices of Human Services, County Sheriff and County Attorney effective January 1, 2013 through December 31, 2013.
Approved lease agreements with individuals for storage of personal property at the Jackson County Fairgrounds.
The Board recognized Jackson County Employees for their years of service.

Motion was made by Commissioner Tusa and seconded by Commissioner Henkels to table action on a contract to purchase engineered fill (sand).
Motion was made by Commissioner Tusa and seconded by Commissioner Hummel to award a quote of $33,492.60 to Allan Stevens for construction of storm water retention ponds for the Joint City/County Public Works Facilities Project to start no sooner than October 24, 2012, and to be completed no later than November 25, 2012, pending County Attorney approval of the contract. Motion carried unanimously.
Motion was made by Commissioner Tusa and seconded by Commissioner Henkels to authorize the Coordinator to accept the lowest responsible quote not to exceed $7500 for concrete work to pour a handicap parking pad, concrete dumpster pad and a sidewalk adjacent to the South Parking Lot of the Government Center East and West buildings to be funded from Building Improvement Funds, and authorizing the County Coordinator to execute any necessary contracts. Motion carried unanamously.
Motion was made by Commissioner Tusa and seconded by Commissioner Hummel to approve the purchase of four semi van trailers for dry storage at a cost of $2100 each plus tax. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner Ringkob to appoint John Hay to fill the remaining term of Sam Jones on the Board of Adjustment, representing District 5, to expire October 5, 2016. Motion carried unanimously.
Chairperson Rosemary Schultz appointed Commissioners Henkels and Hummel to the Merit Step Committee for 2012.
Motion was made by Commissioner Ringkob and seconded by Commissioner Hummel to authorize the County Coordinator to fill the position of Intermittent Part-Time Clerical in the Court Services Department at a salary of $9.00 per hour. Motion carried unanimously.
Motion was made by Commissioner Ringkob and seconded by Commissioner Tusa to extend the Voluntary Leave Without Pay program from January 1, 2013 through December 31, 2013. Motion carried unanimously.
Motion was made by Commissioner Ringkob and seconded by Commissioner Tusa to approve a credit of $2,000 on the 2012 lease for the Jackson Speedway with McCorkell Racing Enterprise to cover the cost for increased insurance requirements. Motion carried unanimously.
Motion was made by Commissioner Hummel and seconded by Commissioner Ringkob to approve the County of Jackson, Minnesota and City of Jackson, Minnesota Joint Powers Agreement for Public Works Facility. Motion carried unanimously.
Chairperson Rosemary Schultz appointed Commissioners Hummel and Tusa to the Joint Facilities Committee for the Public Works Facility.
Motion was made by Commissioner Hummel and seconded by Commissioner Ringkob to authorize the County Engineer and construction managers, Contegrity Group, Inc., to advertise the Joint City/County Public Works Facilities project for bids. Motion carried unanimously.
Commissioner Tusa reported on Western Community Action, Building Committee, Budget Worksession and meeting with MnSP.
Commissioner Hummel reported on Fort Belmont, Labor Negotiations, Building Committee, Policy Committee – PTO Webinar and Budget Worksession.
Commissioner Henkels reported on Labor Negotiations, SW Mental Health Center Governing Board, Budget Worksession and meeting with MnSP.
Commissioner Ringkob reported on Benefits Committee and Budget Worksession.
Commissioner Schultz reported on Cottonwood/Jackson Health and Human Services Implementation Committee, Prairie Ecology Bus Center, Trails Meeting, Benefits Committee, Historical Society and Budget Worksession.
Motion was made by Commissioner Hummel and seconded by Commissioner Tusa to adjourn the meeting. Motion carried unanimously.
