PROCEEDINGS OF THE COUNTY BOARD

The following members were present: Roger Ringkob, Rosemary Schultz, William Tusa, Kim Hummel and David Henkels; Commissioners, Auditor/Treasurer Kevin Nordquist, and County Coordinator Janice Fransen. In addition, the following County Staff was also present: County Assessor, Jason McCaslin; County Recorder, Becky McCann; Human Services Child Support and Accounting Unit Supervisor, Kay Steffen; Court Services Director, Mary Leach and Sheriff Roger Hawkinson. Motion was made by Commissioner Ringkob and seconded by Commissioner Tusa to adopt the agenda. Motion carried unanimously. Auditor/Treasurer, Kevin Nordquist, gave an overview of the 2013 proposed budget and levy. The Board received comments from members of the public and answered questions. After all persons who wished to do so had stated or filed their views on the 2013 Budget and Levy, Chair Schultz declared the public hearing closed. Motion was made by Commissioner Hummel and seconded by Commissioner Henkels to adjourn the meeting. Motion carried unanimously. JACKSON COUNTY BOARD OF COMMISSIONERS Rosemary Schultz, Chair ATTEST: Janice Fransen, County Coordinator PROCEEDINGS OF THE COUNTY BOARD December 11, 2012 This document constitutes a summary of the Proceedings of the Jackson County Board of Commissioners’ December 11, 2012 meeting. The full text of these proceedings is available for public inspection during regular business hours at the Office of the County Coordinator, Jackson County Court House, 405 Fifth Street, in the City of Jackson, Minnesota. The County Board of Jackson County met in regular session in the Courthouse in the City of Jackson on December 11, 2012. The following members were present: Rosemary Schultz, William Tusa, Roger Ringkob, David Henkels and Kim Hummel, Commissioners; County Coordinator, Janice Fransen and Trish Schulz, Human Resources Technician. Motion was made by Commissioner Tusa and seconded by Commissioner Hummel to adopt the agenda. Motion carried unanimously. Motion was made by Commissioner Hummel and seconded by Commissioner Ringkob to approve the Consent Agenda. Motion carried unanimously. Approved the November 27, 2012 Proceedings of the County Board. Approved the November 29, 2012 Joint Work Session Proceedings of the County Board. Approved all Commissioners disbursements in accordance with Minnesota Statutes 130.01, subd. 4(b), recorded on warrants numbered 62442 through 62549 in the amount of $144,733.47 - for Revenue Fund, $50,056.82; Road and Bridge, $93,402.65; Ditch Fund, $1,274.00. All Human Services warrants numbered 62550 through 62610 in the amount of $22,495.43. A detailed list of claims paid is available at the Auditor/Treasurer’s Office upon request. Approved the following utility permits: Wenck Assoc. Inc. - sewer line - CSAH 14– Heron Lake Township Lincoln Pipestone Rural Water – bore waterline - CSAH 68 – Rost Township Lincoln Pipestone Rural Water – bore waterline - CSAH 68 – Rost Township Approved the purchase of a Fujitsu document scanner for Planning and Zoning at a cost of $2,580 using Integrated Land Records Funds. Declared the Official Intent of Jackson County to Reimburse Certain Expenditures from the Proceeds of Bonds to be Issued by the County. Approved the Decertification of Tax Increment Financing District No. 1-2 Appointed Becky McCann to the CIP Committee for a three year term effective January 1, 2013 through December 31, 2015. Motion was made by Commissioner Tusa and seconded by Commissioner Henkels approving the Conditional Use Permit Application of Thomas and James Behrends to operate a gravel pit and extract of approximately 50,000 cubic yards of material over a seven year time span in the NE quarter of Section 29 of Rost Township, Parcel #15.029.0100, with the following conditions: 1) A DNR Water Appropriation Permit be obtained if required; 2) The mining operation maintain a 100 foot buffer from the creek for extraction and a 300 foot buffer from the creek for stockpile; 3) The project area be reclaimed by November 28, 2019; and 4) All other State and Federal regulations be followed. Motion carried unanimously. Public Hearing was opened by Chair Schultz to consider amendments to the Jackson County Fee Schedule at 9:32 am. County Coordinator Janice Fransen and Appraiser Sandy Rettig presented proposed changes to the Fee Schedule and answered questions. After all persons who wished to do so had stated or filed their views, Chair Schultz closed the public hearing at 9:40 am. Motion was made by Commissioner Ringkob and seconded by Commissioner Hummel approving the Amended Jackson County Fee Schedule, as presented, effective December 12, 2012. Motion carried unanimously. Motion was made by Commissioner Tusa and seconded by Commissioner Hummel rescinding Resolution 12-537 which reads as follows: "Motion was made by Commissioner Tusa and seconded by Commissioner Hummel to adopt Resolution 12-537 setting the county contribution for the Cottonwood – Jackson Health and Human Services agency at 52% for Cottonwood County and 48% for Jackson County for operating and contribution reserves. This split will be reviewed each year following the National Census with the first evaluation occurring in 2021 and every ten years thereafter. Motion carried unanimously." Motion carried unanimously. Motion was made by Commissioner Hummel and seconded by Commissioner Ringkob setting the county contribution for the Cottonwood – Jackson Health and Human Services agency at 51% for Cottonwood County and 49% for Jackson County for operating and contribution reserves. This split will be reviewed each year following the National Census with the first evaluation occurring in 2021 and every ten years thereafter. Motion carried unanimously. Motion was made by Commissioner Tusa and seconded by Commissioner Henkels awarding SAP 032-599-080 and SAP 032-599-097 to Midwest Contracting of Marshall, Minnesota for $328,937.00. Motion carried unanimously. Motion was made by Commissioner Ringkob and seconded by Commissioner Tusa to adopt the 2013 Jackson County Legislative Platform as presented to the County Board. Motion carried unanimously. The Board met with Representative Rod Hamilton, Representative Bob Gunther and Senator-elect Bill Weber regarding the 2013 Legislative Session. Motion was made by Commissioner Schultz and seconded by Commissioner Henkels appointing Lori Henkels to the Jackson County Library Board for a three year term to expire December 31, 2015. Motion carried unanimously. Motion was made by Commissioner Hummel and seconded by Commissioner Tusa re-appointing Hans Carlson to the Jackson County Library Board for a three year term to expire December 31, 2015. Motion carried unanimously. Motion was made by Commissioner Hummel and seconded by Commissioner Henkels appointing Sandy Hartman to the SW Mental Health Center Governing Board for a five-year term to expire December 31, 2017. Motion carried unanimously. Motion was made by Commissioner Henkels and seconded by Commissioner Tusa appointing Larry Liepold and Dorothy Ulbricht to the Extension Local Advisory Committee for three year terms effective January 8, 2013 through January 5, 2016. Motion carried unanimously. Motion was made by Commissioner Henkels and seconded by Commissioner Ringkob adopting the following revised Policy effective December 11, 2012: Policy 404 – Performance Steps. Motion carried unanimously. Motion was made by Commissioner Ringkob and seconded by Commissioner Hummel allocating an additional $600 from the Compensation Plan Pool for Merit Steps for County Employees for 2013. Motion carried unanimously. Commissioner Hummel reported on Merit Step Committee, County Radio Board, Joint Work Session with Cottonwood County, AMC Conference, Budget/Levy Hearing, and Personnel Committee. Commissioner Tusa reported on Joint Work Session with Cottonwood County, AMC Conference, Budget/Levy Hearing, MnSP Meeting, and Joint Public Works Facility Bid Opening. Commissioner Henkels reported on Joint Work Session with Cottonwood County, AMC Conference, Budget/Levy Hearing, Personnel Committee, Merit Step Committee, MnSP Meeting, Social Media Workshop, and Parks and Trails Legacy Fund Workshop. Commissioner Ringkob reported on Joint Work Session with Cottonwood County, AMC Conference, Budget/Levy Hearing, and Benefits Committee. Commissioner Schultz reported on Joint Work Session with Cottonwood County, AMC Conference, Budget/Levy Hearing, Planning and Zoning Commission, Southern Prairie Community Care, Health and Human Services Merger Implementation Committee, and Parks and Trails Legacy Fund Workshop. Motion was made by Commissioner Hummel and seconded by Commissioner Tusa to adjourn the meeting. Motion carried unanimously.
